merit. whither shalt equal.opportunity be?

one core, conundrum of all life is this -

given the *unequal* distribution of talent & merit, how to ensure *equal* opportunity for all.

and it begets the following additional questions:

1. is *equal* opportunity a fair thing for all, when they all are *not* equal to one another?

2. recognising the differences, if each is given an 'equitable' - thus *unequal* - input/support, is that unfair for the more talented, meritorious?

3. will it demotivate the talented, and also devalue merit - regressing all to the mean, and mediocrity??

thus we are pushed to ask,

could all these above questions ever reconcile? is there one equitable, unified solution to this conundrum?
